It's perhaps even more general than this. Shamans, witches, tribal magicians and other such roles are also magic-using people who have a vested interest in community, and so must encourage oathkeeping within it if they are to preserve the source of their power.

Yes, I do not mean to imply anything more by "priests and monks" than a group of magic users who employ community-building strategies to build their manna. Perhaps a better name would be "clerics."
