Order Statistics Creation

In order to create the statistics for your covenant's order component, first determine the form of governance you intend your order to utilize. If the form of government is a pure anarchy the value of the governance should be 3-10. If the form of government is an ad hoc rule then the value of the governance should be 11-18. If the the form of government is a pure autocracy then the value of the governance should be 19-36. If the form of government is a true heirarchy then the value of the governance should be 37-54. If the form of government is institutional democracy then the value of the governance should be 55-86. If the form of government is a free council then the value of the governance should be 87-118.

Choose a number in these ranges based on how strong you think that governance should be. Authority can be any number up to and including the identity.
